The Regulatory Authority is in the process of expanding and developing the T&C regime for QFC firms and will be issuing a consultation draft on the regime proposals during Q4 2011. We envisage a regime which will include:

mandatory requirements for entry level, industry specific professional standards examinations. These exams will involve testing candidates knowledge of relevant regulatory obligations and professional requirements;

a continuing professional development (CPD) component.
Banking and or Asset Management
A specific QFC examination has been developed in conjunction with the Chartered Institute for Securities & Investment (CISI): the “Investment Business in the QFC - Rules and Regulations” examination. An annual review of this paper was completed in June 2011 and the updated paper and course books will be available from July 2011.
Insurance
The existing award level examinations of the Chartered Insurers Institute (CII) will be incorporated into the Regulatory Authorities professional examination framework.
Both the Banking and Asset Management and Insurance examinations will become mandatory in 2012 under the revised training and Competence Regime. Under this regime Approved Individuals will be required to demonstrate technical competence by passing the relevant CISI or CII examinations, or, by providing proof of equivalent professional qualifications and/or experience.
Both the CII papers and the CISI paper are component parts of the respective institute’s qualification regime and therefore provide candidates/students with significant credits towards achieving internationally recognized professional qualifications. Training for these examinations is being made available in Qatar through the Qatar Finance and Business Academy.
The provision of these examinations supports the Qatar wide initiative of the Financial Markets Development Committee to develop and enhance the expertise and competency of the Qatar financial sector. The Regulatory Authority strongly encourages those who are likely to have to sit these examinations to do so this year if they are able to.
